— Under new leadership, NTREIS has launched a groundbreaking broker rewards program, forged a major data sharing partnership with HAR, and is bringing compliance in-house for the first time, all over the past year—
Dallas, TX — July 14, 2026 — North Texas Real Estate Information Systems, Inc. (NTREIS), today announced the appointment of Joey Bandemer, MSL, RCE, as Vice President, Data Governance & Customer Experience. The hire is the latest chapter in what has become one of the most deliberate and far-reaching modernization efforts underway in the MLS industry today.
The Pressure on MLSs to Modernize
The increasing fragmentation of neutral and centralized MLS listing records has fundamentally changed the competitive landscape for MLSs. Brokerages and service providers are building proprietary systems that originate and market listings outside cooperative MLS workflows. Listing data, once simply a shared record of available inventory, has become one of the most strategically valuable assets in residential real estate, driving AI-powered search experiences, consumer acquisition, analytics platforms, and downstream transaction economics. State legislatures are passing listing transparency laws. Data governance and compliance, long treated as administrative functions, have emerged as core competitive capabilities that separate well-positioned MLSs from vulnerable ones.
In that environment, the MLSs that will matter five years from now are the ones investing in modernization today, not the ones waiting to see how the market settles.
When Chris Carrillo became CEO of NTREIS in June 2025, he understood that clearly. In the year since, NTREIS has moved with a speed and intentionality the MLS industry is not known for.
One Year. Fundamental Change.
Since Carrillo took the helm, NTREIS has executed structural change across every dimension of the organization.
NTREIS established a data sharing agreement with HAR, one of the most significant real estate associations in the country, strengthening cooperative data infrastructure across the Texas market and expanding value for brokers and subscribers across both organizations.
NTREIS launched NTREIS Rewards, a first-of-its-kind broker incentive program in Texas and Louisiana that distributes a seven-figure, self-funded payout directly to brokers who contributed listing data to the MLS in 2025. The program is a direct expression of NTREIS’s conviction that brokers are the content creators behind the MLS, and that the value their data generates should flow back to them.
And now, NTREIS’s Board of Directors and Shareholders have voted to bring MLS compliance in-house for the first time in the organization’s history, replacing a model where compliance responsibilities were distributed across 13 member associations with a dedicated, professionally staffed compliance function at the organizational level.
“The MLS industry is being asked to prove its value in a way it has never had to before,” said Carrillo. “Private listing networks, changing data economics, new technology ecosystems. These are not hypothetical pressures. They are reshaping how listings flow, how brokers compete, and what role the MLS plays in all of it. Everything we have done in the past year is about ensuring NTREIS is not a passive observer of that shift. We are building an organization that is fast, accountable, and genuinely indispensable to the brokers and subscribers we serve.”
The Hire That Completes the Foundation
Bandemer’s appointment is both a product of that transformation and a requirement for sustaining it. As NTREIS takes compliance in-house, data governance becomes one of the organization’s most consequential operational responsibilities. It requires the right person.
Bandemer arrives with a strong compliance and data governance background in the MLS industry. Most recently serving as Director of Compliance & Policy at Bright MLS, one of the largest MLSs in the country, Bandemer led compliance, data licensing, policy governance, and cross-functional strategic initiatives at scale. Prior to Bright MLS, Bandemer served as Director of Local Association Services at Florida Realtors, advising 51 local REALTOR associations on MLS policy, governance, and professional standards while leading statewide education programs. Bandemer’s MLS career began at REcolorado, where foundational expertise in compliance, policy administration, and industry partnerships was established.
Bandemer holds a Master of Studies in Law in Ethics & Compliance from the University of Colorado Law School and the REALTOR Association Certified Executive (RCE) designation.
In the new role, Bandemer will build and lead NTREIS’s compliance and data governance function, overseeing policy development, data licensing, customer experience standards, and the full transition to direct compliance management across the organization’s 44-county service area. The program is planned for a soft rollout in Q4 2026.
“Data governance and compliance have become strategic infrastructure, not just administrative functions,” said Galicia. “The MLSs that build rigorous, trustworthy governance programs now are the ones that will be positioned to navigate what is coming next in this industry. I had the opportunity to work alongside Bandemer at Bright MLS, and I know exactly what this hire brings to NTREIS. The combination of legal grounding, operational discipline, and genuine commitment to doing things right is exactly what this moment requires.”
A Leadership Team Built for What’s Next
Bandemer joins a leadership team assembled with intention over the past year. Galicia brought deep MLS legal and operational expertise spanning Bright MLS, the Council of Multiple Listing Services, NAR, and CRMLS. Mike Murphy, Senior Vice President of Integrated Solutions, brought two decades of MLS technology and operational experience. NTREIS has also strengthened its communications and marketing infrastructure, completing a team that covers legal, compliance, technology, operations, and communications under a unified strategic vision.
The result is an NTREIS built to move, built to govern, and built to lead through a period of industry change that is not slowing down.
“I am joining an organization that knows exactly where it is going,” said Bandemer. “The leadership, the vision, the commitment to doing things right during this pivotal time in the industry. It is all there. I am here to build NTREIS’s compliance program from the ground up and make sure it reflects the same level of seriousness and intentionality this team has brought to everything else.”
